The Empowered Adoption Framework

Create the conditions for responsible exploration.

The Empowered Adoption Framework

Responsible exploration begins with people who understand the work.

Generative AI adoption should not begin with a mandate or a promise. It should begin with the people closest to the work—the people with the domain knowledge to recognize what is useful, what is risky, and what should not be used at all.

The Empowered Adoption Framework helps state-level leaders create the conditions for responsible exploration through clear guardrails, staff-led experimentation, shared learning, and connection to mission.

Explore the framework. Test what fits. Learn from what does not.

Domain knowledge is the key ingredient

My strong belief is that domain knowledge is the key ingredient in effective AI adoption.

Generative AI can produce a draft, suggestion, summary, or analysis. But the people closest to the work are the ones who can judge whether it is useful, accurate, appropriate, accessible, and relevant to the mission.

They understand the context that a general-purpose tool cannot. They know what matters, what is missing, who could be affected, and when a proposed use should be rejected.

The goal is not to replace expertise. It is to give experts a structured way to test and shape the role of AI.

Empowerment is more than giving people access to a tool. It means creating the conditions for people to exercise judgment, contribute to decisions, build confidence, and influence how technology is used in their work.
